COMPETITION AND MARKET:
Bay Area Rapid Transit is one of the few public transportation options available there. Competes with cars, CalTrain, buses. Often the fastest in mass transit, the only transit for transbay commuters.

SOLUTION:
Downplaying the fact that BART is almost bankrupt, show its true value to commuters and announce the upcoming SFO extension. The comic book format allowed to take a more favorable and light-hearted view of its financial struggles, with the additional benefit of less expensive newsprint paper.
